What is the best time for dhikr?
The strongest windows are after Fajr and after Asr for morning and evening adhkar, immediately after each of the five prescribed prayers, and the last third of the night. Any time is valid.

Morning adhkar are said between Fajr and sunrise, or up to midmorning if you missed the window. Evening adhkar are said between Asr and Maghrib, or up to nightfall.
Tasbih Fatimah (33 subhanallah, 33 alhamdulillah, 34 allahu akbar) follows every prescribed prayer.
The last third of the night is when Allah descends to the lowest heaven (Sahih al-Bukhari 1145). Istighfar in that window is especially praised in Surah al-Dhariyat 51:18.
Outside these windows, any time is valid. Waiting rooms, commutes, walks, and pockets of quiet are the daily reps that build a wird.
