An Islamic counter is a dhikr counter: a tool for keeping the tally of remembrance, salawat, istighfar or any repeated portion. This one runs in the browser, so it is free and needs no account, and it stores the count on your own device rather than on a server. It works equally well as a prayer counter, a bead counter replacement or a Quran recitation tally.
The most common portions are the post-prayer tasbih of 33, 33 and 34, istighfar to 100 a day, salawat on the Prophet ﷺ in fixed numbers such as 100 or 1000 on a Friday, la ilaha illa Allah as a standing dhikr, and Quran pages or juz when working towards a khatm.
In practice yes. The words prayer counter, bead counter, dhikr counter and Islamic counter all describe the same tool. Tasbih is the Arabic term for glorification and, by extension, for the beads used to count it, so a tasbih counter is the specific Islamic name for the same thing.
Decide the portion before you start, set it as a target, and finish it in one sitting where you can. If you cannot, the count is kept on the device, so you can leave the tab and come back later in the day to the same number rather than starting again.
