A people counter records how many people have passed a point or are present in a room. Tap once per person as they pass. Set your capacity as a target and the counter tells you when you reach it, which is the number that actually matters for a door count or a fire limit.
Count at a single fixed line, not a general area, and count as each person crosses it rather than after a group has passed. Tap without looking at the screen so your eyes stay on the door. If a group arrives together, count them one tap at a time rather than estimating, since estimates are where door counts go wrong.
The reliable manual method is two counters: one device or one session for in, another for out, with the occupancy being the difference. Trying to add and subtract on one counter during a busy period is how numbers get lost.
For a single door, a short survey or an event, a manual count is accurate and costs nothing. Sensors are worth it when you need continuous counts across many entrances over months. For everything else, a person with a counter is more accurate than a cheap sensor, because a person can tell a customer from a delivery.
